Position title:     WASH & Livelihood Delegate                   

Duty station:      Ivory Coast, with 50% time in Abidjan and 50% time in Dimbroko

Time period:      12 months         

Starting Date:    1 January 2022

Purpose of the position

The WASH & Livelihood Delegate is responsible for technical and programme support to the country level project, in cooperation with National Societies (NS). The project is supported by the Dutch Postcode Lottery Fund.



NLRC and its bilateral partner societies have long term partnership agreements (FPA) in place and maintain dialogues at strategic level. The FPA that Ivory Coast Red Cross (CRCI) and the Netherlands Red Cross (NLRC) have signed in 2018 covers the period until the end of 2023 and current programming is in line with the FPA. The FPA covers both the ambitions at organizational as well as at programme level. The programmatic ambitions in the FPA focus on community resilience with a specific focus on climate change adaptation. Under community resilience building the specific technical areas of support are Water Sanitation and Hygiene (WASH), Disaster Risk Reduction (DRR), Food Security, and Health. At the organizational National Society Development level CRCI and NLRC cooperate especially the Financial Sustainability pillars: Workplace First Aid, resource mobilisation, communication, finance development, governance, strategic organizational design and leadership.


One of the projects presently being implemented in Dimbroko District is titled ‘Climate Resilient Communities in Ivory Coast’. The Red Cross supports selected communities and authorities in improving their health and nutrition, livelihood opportunities, and environmental issues. This project will be the catalyst that communities, government and business in Dimbokro need to transition into a productive, sustainable and resilient state. The project is supported by the Dutch Postcode Lottery Fund and continues. In the International Department of the Netherlands Red Cross Society (NLRC) we have a vacancy per 1 January 2022 for a WASH & Livelihood delegate, based in Ivory Coast.


Position in the organization

The WASH & Livelihood delegate will report to the Country Representative of NLRC based in Abidjan.

Job purpose and responsibilities

The WASH & Livelihood delegate will contribute to the overall achievement of the WASH and Livelihood components of the NPL project in Dimbokro.


Water / WASH

  • To provide technical support and ensure high quality construction of environmentally sound and sustainable water supply facilities and irrigation systems at community level.
  • To provide technical advice and ensure effective roll out of the toilet construction programme within the WASH component.
  • To support the implementation of behaviour change strategies around general health, hygiene and sanitation practices at community level.
  • To advise CRCI on integrated water resource management (IWRM) and its integration in the project, promoting the coordinated development and management of water, land and related resources.
  • To work towards the integration of the water components for human consumption and agriculture with planned landscape restoration activities included in the project.
  • To support CRCI in liaising to relevant stakeholders in the area of water, agriculture and environment at community and government level and advocating for a landscape approach.  
  • To support the development of proposals based on newly identified need.



  • To support technically the implementation of agricultural activities (agriculture, livestock, etc.) to improve yields and reduce production losses.
  • To advise the CRCI on integrating natural resource management actions within the project livelihood activities.
  • To support technically the implementation of livelihood activities related to micro-enterprises and/ or income generating activities to improve diversification of income, reduction of production losses, improvement of value chain and market linkages.
  • Technically support the identification of climate-smart livelihood measures and their integration into agricultural and non-agricultural livelihood activities.
  • Support CRCI in defining & facilitating trainings and awareness raising sessions on climate smart livelihoods.
  • To support CRCI in liaising with livelihoods stakeholders (agriculture, value chain, market systems) at local, regional and national levels to improve on- and off-farm livelihood strategies for target HHs/communities.



  • Provide support in planning, implementation, monitoring and reporting throughout the project cycle in accordance with NLRC procedures and agreements.
  • To assist CRCI to identify similar initiatives of other partners in the same target area/ country to seek complementary partnerships and networks.
  • Write timely, quality monthly reports, assessment reports, quarterly reports, and final reports.
  • Closely monitor project implementation activities and ensure that all activities are conducted in accordance with the agreed work-plans, proposals, guidelines and SOPs.
  • Supervise or delegate the supervision of contractors and employees and temporary laborers to ensure equity and quality standards are met.
  • Coordinate with local authorities, government agencies, and the participants to ensure the timely completion of activities to the maximum benefit of those involved. Attend relevant coordination meetings with government, partners and community stakeholders




The Red Cross is looking for employees with talent and excellent competences for a position and is not guided by cultural background, physical limitations, gender identity, religion, sexual orientation or age.



  • 5 years or more experience in the similar works in and outside Cote d’Ivoire with reputed organisations

    Knowledge and skills

  • Comprehensive and practical knowledge and skills in WASH & water based field work including IWRM
  • Comprehensive and practical knowledge and skills in livelihood (agriculture, IGA/MSE, market systems, climate smart livelihoods) based on field-based work
  • Computer skills for good data management and report writing
  • Aware of cultural sensitivity and post-disaster complexity at community level
  • Honest, reliable, creative and pragmatic attitude, able to identify, analyse and advise to solve problems
  • Strong communication skills both in written and spoken French and English in order to successfully work on proposals, reporting and daily correspondence


    The following would be an asset:

  • Masters degree in a relevant subject
  • Knowledge of the socio-economic and political context of Ivory Coast
  • Good knowledge and skills in project management including PMER and budget management

  • Ability to work in a politically complex and challenging environment
  • Team player, relationship builder, supportive, culturally sensitive, strong interpersonal communication skills
  • Good organizational sensitivity in order to work in multi-stakeholder settings where you can work independently though in consultation with NLRC country representatives and advisors
  • Adaptable, flexible, able to combine the focus on cooperation and support with a focus on results, helicopter view and planning
