The International Assistance department is responsible for all Netherlands Red Cross international support for victims of disasters and conflicts and for vulnerable people exposed to hazards.

The NLRC has been present in the Philippines since 2011, supporting the Philippines Red Cross (PRC) with longer term resilience projects in the thematic areas of disaster risk reduction, disaster preparedness, health, livelihood and WASH.

Rationale

In the Philippines, the Netherlands Red Cross (NLRC) is implementing two DRR projects with the Philippines Red Cross (PRC) and partners: Strategic Partners for Resilience (SPfR) and Integrated Coastal Zone Management in Northern Tacloban. These projects incorporate not only aspects of DRR, but also aim to include climate change adaptation (CCA) and ecosystem management and restoration (EMR). Two other  (WASH) projects in Cebu and Cagayan d’Oro also contain elements of DRR.

The DRR Programme Management Delegate will be responsible for managing the Integrated Coastal Zone Management in Northern Tacloban (including securing sufficient co-funding) and to develop and contribute to a new urban resilience programme in the slums of Manila. At the same time the delegate is expected to give input and advise to his/her colleagues in the other projects: Cebu, Cagayan d’Oro and Partners for Resilience.

 

Position in the organization

This position will report to NLRC Country Representative in the Philippines who is heading NLRC’s country office and who is security focal point. Day to day management will be with PRC and NLRC team in the Philippines, coordinated with NLRC HQ in The Hague, through the project officer of the desk, and the financial administrator, as well as the concerned advisor and PM&E officer at NLRC HQ. 

 

Summary statement and responsibilities

Coordination and support of all aspects related to the implementation of ‘Integrated Coastal Zone Management in Northern Tacloban’ project. The DRR Programme Management Delegate will closely work with the PRC HQ, the Chapter Administrator, the Chapter Project Coordinator, the Project Officer and other team members, and will provide all technical support while implement the project. NLRC is aiming to add volume to the current projects, any new DRR or urban resilience project will also fall under the responsibility of the delegate. Responsibilities include but are not limited to the following activities:

PROJECT MANAGEMENT

  • Develop a plan for the project Planning, Monitoring and Evaluation (PM&E) including a logframe. This shall be done in close consultation with NLRC HQ (PM&E advisor and desk).
  • Guide the Philippines Red Cross (PRC) national project staff on planning, implementation, monitoring and evaluation of the DRR project as per donor’s requirements.
  • Responsible for timely implementation, accountability and reporting  for the project including visibility 
  • Compile overall donor reports for project
  • Develop and provide input for new project proposals (e.g. Urban Resilience project in slums in Manila)
  • Secure co-funding for the existing project (at least € 250.000)
  • Liaise with in-country offices of possible donors such, ECHO, DEVCO, Asian Development Bank (ADB) and Dutch Embassy.
  • Liaise with relevant stakeholders in Tacloban and Manila (such as Eastern Visaya’s University; Deltares; Wetlands International; American Red Cross; relevant ministerial departments, local stakeholders)
  • Liaise with NLRC HQ staff, on project agreements, contracts, donor regulations, communication, financial regulations and technical support (according to NLRC’s Standard Project Approach)
  • Establish and or review processes related to project implementation including but not limited to; preparation and approval of activity plans, reporting procedure, financial management and processes, monitoring and communications.
  • Represent NLRC in Stakeholders Coordination Meetings. Lead coordination meetings if agenda is specific to Integrated Coastal Zone Management in Northern Tacloban programme.
  • Guide PRC in improving DRR projects, advocating the community resilience approach as developed by NLRC and IFRC.
  • Establish and maintain linkages with other partners and other stakeholders, including Local Government and the academia, and ensure synergies between the DRR projects.
  • Liaise with different PNS’s working on DRR programming with PRC to promote minimum standards in implementation of Community Based DRR projects, common methodologies and IEC materials amongst others.
  • Liaise with different PNS’s working on similar projects or similar areas to ensure synergies and establish connections where relevant.
  • Provide inputs to PRC’s development of DRR framework and other Disaster Management guidelines.
  • In times of security threads, emergencies and disasters in the country, liaise with the security focal point (usually the country representative) for  timely reporting on impacts of project implementation, personal security  as well as support PRC if needed.

HR

  • Assist in the recruitment of project staff at PRC HQ and field level.
  • If required, provide inputs in the performance review of managing Integrated Coastal Zone Management in Northern Tacloban project staff specifically PRC National Project Coordinator.
  • Review Job Description of project staff as necessary and provide recommendation as to staff retention and capacity building.

FINANCE

  • Is budget holder for all DRR projects and responsible for submitting budget revisions and amendments
  • Monitor closely budget spending of PRC related to all projects and work with NLRC Finance Adviser to identify needs and or requirements related to financial management.
  • Timely compiles financial reports of the project.
  • Checks and signs all expenditure vouchers for projects, to see whether all are in line with approved budget and activity plan, timely reported and according to donor procedures. This includes a thorough verification of supporting documents and procedures followed.
  • Ensures that financial reports from PRC (Chapters and NHQ) are properly translated into NLRC reporting format and meet donor criteria and are submitted in a timely manner.
  • Ensures that project financial reports are in NLRC format, meet donor criteria and are submitted to NLRC HQ in a timely manner.

 

Requirements/Qualifications

  • A Master’s Degree in Social Sciences, Development Studies, Disaster studies or a related subject
  • Basic Delegates Training Course/IMPACT or equivalent knowledge ( or a willingness to do so)
  • At least 4 years’ working experience for a humanitarian aid organization in South East Asia  in a similar capacity
  • Being able to deal with or having experience with security threats and natural disasters
  • At least 4 years’ working experience of community based projects
  • Experience of managing and supporting staff
  • Having coordination skills in programmes and between relevant stakeholders
  • Has been working for the Red Cross/Red Crescent Movement
  • Technical knowledge of disaster risk reduction, climate change adaptation and environmental management is a condition
  • Knowledge / experience of urban resilience and working urban contexts.
  • Experienced in PM&E and logframe development
  • Strong (intercultural) communications and networking skills
  • Excellent report writing skills
  • Excellent project -financial management skills
  • Proven experience in proposal writing
  • Proven fundraising experience
  • Strong decision making skills and leadership skills
  • Excellent of command of English
